I have a few planar EL640.400-CB1, can I use the USB13700 to control them?

USB13700 is not a compatible controller board for that display.

More likely solution could be based on the USBD480 that has been mentioned here:
http://forum.lcdinfo.com/viewtopic.php?t=2559

Some Planar panels have already been prototyped with it. But as I don't have any EL640.400 panels it might take some time before there will be support. Development without the target display for testing is not very likely to happen as it can make it much more time consuming and more difficult to support.
