The display has a digital interface and 15 pin VGA is analog. Ideally you would want to connect the display to the ARM9 board before the D/A converter for the VGA. Or then you would find some LCD controller board that takes VGA in. The same kind that can be used to connect LCD panels to PC VGA output. But these can be somewhat expensive and it doesn't really feel right to first convert the digital signal to analog and then back to digital when actually no conversions would be needed.
Maybe your ARM9 board would also have a digital display output ?

thanks a lot sir....i think you are right....actually the arm9 board at my end doesnt have on chip tft module...may be switching to a processor with on chip tft module will be a better option...by the way can u suggest some controller board manufacturers for interfacing tft module with vga?

Here are just the first results of using a search engine so probably not the best matches:
http://www.spectrah.com/product/index.htm
http://emea.kontron.com/index.php?id=10 ... MAods2n9Ow

If you search a little you should be able to find many other manufacturers.

Is the ARM9 board you're using some custom design or does it have any information available in the internet ? If it isn't a custom design you could post the model and maybe a link to it.
