This should work for LM238XB:

I have also been asked how to connect LM213XB which is a 256x64 pixel model with HD61830. I noticed it has same pinout with similar negative voltage requirements so the same wiring can be used for LM213XB also.

You're going to need a negative voltage generator. It looks like you can't use the -12v lead from your power supply, as the datasheet says Vee needs to be between -13.25v and -13.75v in reference to ground.

Not sure where you can get a negative voltage generator (might also be called a DC-DC converter) in Germany, but I'm sure someone else here who lives in Europe knows where to get one.

I know some german electronics shop with a website sells DC-DC converters (up to -24v if I remember correctly) as I've seen it but I can't remember which one it was.

Maybe if you post some links here I might remember which one it was ?

i only know
www.conrad.de
www.reichelt.de
www.pollin.de !!

i found a tutorial to build up a step-up-controller an then i can include a voltage-inverter !! maybe i can find a better solution, because thsi one is a little bit to big !!

www.reichelt.de looked familiar. I think it might have been there where I saw the DC/DC converters.
